Dear Residents of Sutramas,


I write following the 10th JMC meeting held on 13th December 2008 to inform you of the following.


(1) Operations & Maintenance


(a) Servicing, Rectification & Repairs For The Month



During the month, regular maintenance of equipment and machinery were undertaken. These were found to be in good working condition.


(b) Works, Repairs and Installations To Be Done In The Course Of The Next Month


In the next month the following is expected to be undertaken:-


Water Stains Due To Rain Splashing – The original suggestion to increase the size of the roof enclosure to eliminate splashing during rainfall is deferred for fear of air flow restriction. In substitution, trials of re-sloping the wall ledge is ongoing as possibly a better long term solution.


(c) Works Completed Over The Course of the Month


A bike rack has been installed at LG3. Now all car park level has a bike rack We invite all residents to park and secure your families’ bicycles at these racks. Please refrain from parking the bicycles along the corridors to residential units as they may be a safety hazard apart from being unsightly.


(c) Utility Consumption


(i) Electricity


The following is the electricity consumption for common areas for the year to date.

Energy consumption is trending towards a common amount for use. The initiatives now in place to control and reduce consumption will continue to be progressed.


(ii) Water


Below is the common area water consumption for s for the year to date.

(2) Finance & Accounts

Our P&L for the month of November 2008 is as follows :-

The Committee will continue to monitor the monthly expenses especially in the next coming months as it is expected that expenses will rise as the cost for maintenance of the condo equipment and machinery comes through following the end of the warranty period.


We would like to remind residents that car parks, locker rentals, hall and table and chair rentals and car wash operators are available. All of these would help in adding to the revenue of the condo.


Collection Rate


The collection rate for the past 3 months is as follows :-

The collection rate has reduced quite significantly. We seek residents’ cooperation to effect timely payment of dues in order that the monthly running of the condo do not face cashflow issues.


(3) Security and House Rules


(a) Security


There were no significant security breaches/issues in the past month.


(b) House Rules


(i) Car Park Exits


Following from the Safety Notification, the incidences of wrong exits used at LG1 and LG2 car parks have reduced. There however remains a few non-compliances. For the sake of continued safety, we urge residents to fully comply with the requirements. The guards would be instructed to keep a closer watch on this.


(ii) Ensuring Quietness


The month saw many complaints that the quiet of the condominium have been compromised due to the following incidences :-


(a) Drilling works at night;


(b) Contractors employed by residents working beyond hours;


(c) Excessive noises from units late at night.


We urge residents to exercise consideration to fellow neighbours and to eliminate or at least tone down noisiness, particularly as night comes about.


(4) Facilities


For the convenience of residents, the beauty salon is now in operation. A café will soon commence renovation followed by operations.


(5) Occupancy Rate & Renovation Work


There are 178 units in Sutramas. The current occupancy rate is as follows:-

(6) Residents’ Get Together


The residents’ get together was held on 29 November 2008. About 200 residents participated in the event which saw a lot of good food and drinks being enjoyed. Following a lucky draw, many lucky residents went home with hampers.

We hope to make this a recurring event if our finances allow for it.

Speeches At Sutramas Residents' Gathering - 29 November 2008

Reproduced below are the speeches given by the JMC Chairman and the representative from the developer at the Sutramas Residents' Gathering on 29 November 2008.

Speech from Mr. Ronnie Tan, Chairman of the JMC.

Good evening neighbours and guests, my name is Ronnie Tan. I have been honoured with the chairmanship of the joint management committee of Sutramas for the past 7 months. In a small way I would like to return the honour by welcoming all of you to this evening's get together.

Sutramas' joint management committee was formed following a residents' general meeting. This was held in April of this year. At that meeting, it was very encouraging to note that many volunteers stepped forward to help in the running of the condo. Because of this, the committee is a strong composition of individual across many professional abilities. It also meets the maximum number of members which the law allows which is 12. I believe that if there was no limit imposed by law, we would see many more members.

The Committee has been very active. 9 meetings have been held over the past 7 months. The issues that arise have been communicated to residents through periodical letters. We hope that residents have been made aware of the actions that the Committee has taken to address that that has arisen.

As you may be aware, the financial state of Sutramas requires some attention It is not serious in any sense of the word as we have some reserves. However, we feel that a residence like Sutramas should have facilities and upkeep that is of a superior level. As such, we feel that a good level of reserves will give us this capability. We intend to table a plan for residents approval soon. This would likely take place in the annual meeting of residents. We plan to hold this meeting in April next year.

In the meantime, we have implemented some measures to increase revenue of the condo. For example, all of the retail lots have been leased out. We now have a laundrette, a music school and a child care centre. Soon, a beauty centre for the ladies, and men as well, and a cafe would open its doors. We have also made available surplus facilities of the condo for rent by residents. These are carparks at LG3 as well as lockers at the changing rooms in front of the pool. And as you know, the function rooms and tables and chairs are available for rent if you require them. We hope that you would give priority to using the condo facilities made available here as the revenue would go back to no one else except all of us.

At the same time, you would also have noticed that very detailed attention has been paid to watching running cost of the condo, for example utility charges.

We hope that all of these efforts would help us achieve the financial security that we seek. I would however like to highlight that we won't be able to do this without your support.

One of the things that has always been on the agenda is a gathering for residents. The condo's doors have been opened since April last year. Since then we have not had a chance to socialise with our Sutramas neighbours beyond the occasional chats in the lifts.

As such, we hope that this gathering would be the start of very strong communal links between neighbours here at Sutramas and more importantly to help place names to faces which for most of us have been just familiar up to now. Hopefully, our usual smiles can now be accompanied by a friendly call of name.

At this juncture, I would like to take this opportunity to welcome and thank the Developer, Dutamasa Sdn Bhd for generously sponsoring this event. It goes a long way towards helping us on to a strong financial footing. We thank and welcome representatives from the developer, Mr. Teo Chiang Khai and Mr. Joe and their families who have made time to join us this evening.

I would also like to welcome Ms Wong Wee Sin and Mr. Gavin Chong for joining us as well. They have definitely done a lot of work in managing the condo.

Thanks also to Mr. Tony Ng and the members of the Social and Recreational Sub-Committee for organising the evening's function. I am sure no effort has been spared in making this night a success.

I would now to take my leave but would like to invite Mr.Joe Tan, Executive Vice President, See Hoy Chan Sdn Bhd to say a few words. Please would you join we in warmly welcoming Mr.Joe Tan.

First of all, on behalf of See Hoy Chan Sdn Bhd group, I would like to thank all of you for inviting us to this get together party.

A well maintained condominium development will not only provide a conducive environment for us to dwell in but will enjoy continuous capital appreciation. Therefore it is vital that all homeowners and residents of Sutramas continue to cooperate and work closely with the JMB and property maintenance team to further enhance the value of this exclusive development.

We, as the developer of this development, welcome your feedback on areas for improvement and are committed to continue our relationship with you.

Sutramas Residents' Get Together - 29th November 2008


Good News ! Sutramas is having a gathering for residents on Saturday, 29th November 2008.

This is quite a long time in coming and would be great for residents to get to know each other much better.

The developer will join us for this event.

We would be having a ton of activities with great food to boot. And its all free!!! Guests are welcomed but at RM40.00 per head. Take our word for it, its well worth it :-).

Make sure you block off your calendar and reserve this must attend event.

Head on down to Management Office by the 19th of November 2008 to put across the names of those that will be coming. This will help a lot in the planning of the event.

Dear Residents of Sutramas,

I write following the 8th JMC meeting held on 11th October 2008 to inform you of the following.

(1) Operations & Maintenance

(a) Servicing, Rectification & Repairs For The Month

 During the month, regular maintenance of the equipment and machinery were undertaken. These were found to be in good working condition.

(b) Works, Repairs and Installations To Be Done In The Course Of The Next Month

In the next month the following are expected to be undertaken:-

 Water Stains Due To Rain Splashing – The developer shall be progressing work to increase the size of the roof enclosure to eliminate splashing during rainfall. This work has been on the progress path for some time as the developer is experiencing delay in the supply of equipment and paint. The developer expects to complete it within a month.

 Bicycle Rack – It is expected that a bike rack will be installed at LG3 this month adding to the racks already installed at LG1 and LG2. We invite all residents to park and secure your families’ bicycles at these racks. Please refrain from parking the bicycles along the corridors to residential units as they may be a safety hazard apart from being unsightly.

 Renovation Work at Retail Lots – Renovation works on a new incoming tenant would commence at the retail lot alongside the condo.

(c) Utility Consumption

New initiatives are as follows :-

1. The main lobby is fully illuminated an hour later at 6.00pm while the illumination at the rear main lobby is switched off an hour earlier at 8.00 am.
2. One air-conditioner at the gym has been disabled leaving two which is more conducive for exercise.

(ii) Water

Water consumption is also trending towards a common amount for use. The initiatives now in place to control and reduce consumption will continue to be progressed.

Our P&L for the month of August 2008 is as follows :-

We currently have an accumulated operating surplus of {see Letter distributed to Residents} For the past 2 months we have been operating at a deficit as expenses arise. The Committee expects that monthly cost will rise significantly after October 2008 as maintenance of the condo equipment and machinery falls on our shoulders after the end of the warranty period.

While the Committee will continue to manage and monitor cost and at the same time endeavour to raise ancillary revenue, it is likely that a longer term solution would need to be put in place.

The Committee intends to see out the year in order that empirical data can be accumulated upon which a solution cab be based and thereafter proposed to residents for adoption and approval.

The initial focus that the solution would be premised on is to have a comfortable monthly operating surplus that would safeguard the sinking fund. This is to ensure that we have the financial strength to guarantee the efficient, timely and uninterrupted operations of all facilities of the condo to a level that befits the status of Sutramas.

To assist us in achieving this in the immediate term, we would like to remind residents that car parks, locker rentals, hall and table and chair rentals are available. Should you require the services of the car wash operator, we would suggest that you use the services of the operators now servicing some of the residents as the operators contribute {see Letter distributed to Residents f their fees they charge to the operating income of the condo. All of these would help us to achieve the financial comfort that we seek.

We seek residents’ cooperation to effect timely payment of dues in order that the monthly running of the condo do not face cashflow issues. We would like to remind that for your convenience, the facility of direct debiting of credit cards is available. Details may be obtained from the Management Office.

(a) Security

There were no significant security breaches/issues in the past month.

(b) House Rules

(i) Car Park Exits

We seek the cooperation of residents using LG1 and LG2 car parks to use the proper exit. There have been numerous accidents which for now is, fortunately not serious. Management has recently issued a safety notice on this matter and we urge your cooperation to comply.

(ii) Firecrackers

Used firecrackers were recently found at the putting green leaving some damage to the carpet. Apart from damage to condo facilities, of more concern is the fire risk which is a more significant factor. We urge residents to keep a close watch on activities which may put in peril the safe being of the condo and its dwellers.

(4) Facilities

For the convenience of residents, a beauty salon will soon commence renovation followed by operations at the retail lots. Apart from offering the facility to residents, this would also provide rental income for the condo’s operating fund.


(5) Occupancy Rate & Renovation Work

There are 178 units in Sutramas. The current occupancy rate is as follows:-

(6) Condo Management

We are pleased to inform that the services of the Condo Manager, See Hoy Chan Facilities Management Sdn Bhd, has been extended for a further duration of 6 months expiring April 2009. In support of the efforts to manage and regulate cost, the Condo Manager has agreed to provide a 10% discount to their fees.

(7) Residents’ Get Together

A residents’ get together is long overdue. A formal event between See Hoy Chan and buyers of Sutramas condo is also long overdue. In cooperation with the management of See Hoy Chan, we plan to hold a residents’ get together somewhere late in November 2008. The developer has generously agreed to sponsor the event with a generous donation. A sub-committee is progressing the planning of the event and would shortly issue the requisite notice.

Safety Notice 1/2008 -Entry And Exit For LG 1 & LG2 Car Parks

SAFETY NOTICE


We wish to remind residents using LG1 and LG2 car parks that the designated entry should not be used as an exit.

We regret to bring to your attention that there have unfortunately been accidents arising from vehicles exiting the wrong way. Numerous near misses have also been reported frequently.

Fortunately, no serious injury has been suffered so far.

It is thus imperative that we bring this urgent reminder to all users of LG1 and LG2 car parks to strictly abide with the designated traffic flow.

As Sutramas is constantly cheered by the laughter and activities of young children, be they yours or that of your friendly neighbours, we urge that all residents pay close attention to ensuring the continued guarantee of safety of the condominium.

Management together with the JMC places safety and health as a paramount factor for the operations of Sutramas and trust that you share the same view.

Notice - End Of Defect Liability Period



Dear Owners,

Please take note that the end of the defect liability period is on 16 October 2008. Notices of defect of your unit should be submitted to the developer by that date. Below is the notice from Management.

To all valued Owners/Occupants,

RE : END OF DEFECT LIABILITY PERIOD FOR SUTRAMAS CONDOMINIUM

We wish to bring to your attention that the end of the Defect Liability Period (DLP) for Sutramas Condominium will be on Thursday, 16 October 2008 (“Expiration Date”).

If you have any defect in your unit covered under the warranty please submit the Notice of Defect Form to the Building Management Office no later than the Expiration Date. The Building Management will then forward the Form to the Developer.

The Notice of Defect Form can be found in your Owner’s Manual or a copy can be obtained from the Management Office during its operational hours.

Notice : Clamping Of Vehicle Parked Indiscriminately

To all valued OWNERS/occupants

SUTRAMAS CONDOMINIUM

clamping of vehicle parkED indiscriminately


Kindly be informed that effective from 8th September 2008 (Monday), any vehicle parked indiscriminately inside the compound of Sutramas Condominium will be immobilized by clamping the wheel of the vehicle.

A levy of RM 100.00 will be imposed for the removal of the wheel clamp. The security guards have been instructed to strictly enforce the above house rule starting from the date mentioned above.

Owners/occupants are advised to park their vehicle(s) in the parking bay(s) assigned/allocated to them as per the Sale and Purchase Agreements (“SPA”). Owners/occupants’ vehicles are strictly not allowed to be parked at “Visitor” parking bays located in front of retail shop lots nor at level LG3 unless with prior consent from the Building Management.

Currently, Rental Car Park Bays are still available for rental by Building Management. Owners/occupants who require additional parking bay(s) are strongly advised to take this opportunity to rent these Rental Car Park Bays for your vehicle(s) in excess of the number of car park bays assigned/allocated.

Your co-operation on the above is very much appreciated as it will help to promote a harmonious communal neighbourhood in Sutramas Condominium.

Dear Residents of Sutramas,


I write following the 6th JMC meeting held on 9th August 2008 to inform you of the following.


(1) Operations & Maintenance


(a) Rectification & Repairs Done


During the month, the following services were undertaken :-

§ Fire Fighting System –Testing of the fire pumps were undertaken and found to be in good working condition.

§ Electrical Installations –The electrical installations are in good working condition.

§ Air-Conditioning and Mechanical Ventilation – The next quarterly servicing will be done in September 2008. The blocked air-cond drain pipe discovered at the gym last month has been rectified.

§ Security System - All CCTV cameras and perimeter sensors are in good working condition. The service schedule is every 4 months.

§ Lifts– Monthly lift maintenance was conducted on 18th July 2008. The lifts are in good working condition.


(b) Works, Repairs and Installations To Be Done In The Course Of The Next Month


In the next month the following are expected to be undertaken:-

§ Water Stains Due To Rain Splashing – The developer shall be progressing work to increase the size of the roof enclosure to eliminate splashing during rainfall.

§ Façade Repainting – The developer will be conducting repainting of some parts of the building façade.

Energy consumption for June shows a marked increase. This is however an estimated bill. The actual consumption will be reflected in next month’s actual consumption bill. More meaningful analysis will be undertaken then. The initiatives now in place to control and reduce consumption will continue nonetheless.


(ii) Water


The following is the water consumption for common areas for the year to date.

Water consumption for June increased due to 2 main reasons being the re-opening of the swimming pool and the scheduled draining and cleaning of the rooftop water tank. The initiatives now in place to control and reduce consumption will continue to be progressed.

The collection rate for the past 3 months is as follows :-

The data shows that the current month collection rate is trending downwards. The collection rate tends to however increase as the month is passed. This is mostly caused by late payments. We would like to remind that for your convenience and also to ensure the maintenance of a healthy collection rate, the facility of direct debiting of credit cards is available. Details may be obtained from the Management Office.

(i) Clothes Drying


The matter of drying clothes on the balcony will be monitored continuously. We seek your kind cooperation for compliance.


(ii) Unauthorised Parking


More stringent monitoring will be undertaken by Management and the guards to manage and curtail the incidences of unauthorised parking.


(4) Facilities


For the convenience of residents, the gymnasium is now open an hour earlier at 6.00 am. Closing time remains at 10.00 pm.


(5) Occupancy Rate & Renovation Work


There are 178 units in Sutramas. The current occupancy rate is as follows:-

(6) Condo Management


The management office manpower as at 31 July 2008 is as follows :-
