Letter of 17th December 2008 From The Chairman Of The JMC
17th December 2008
Dear Residents of Sutramas,
I write following the 10th JMC meeting held on 13th December 2008 to inform you of the following.
(1) Operations & Maintenance
(a) Servicing, Rectification & Repairs For The Month
During the month, regular maintenance of equipment and machinery were undertaken. These were found to be in good working condition.
(b) Works, Repairs and Installations To Be Done In The Course Of The Next Month
In the next month the following is expected to be undertaken:-
Water Stains Due To Rain Splashing – The original suggestion to increase the size of the roof enclosure to eliminate splashing during rainfall is deferred for fear of air flow restriction. In substitution, trials of re-sloping the wall ledge is ongoing as possibly a better long term solution.
(c) Works Completed Over The Course of the Month
A bike rack has been installed at LG3. Now all car park level has a bike rack We invite all residents to park and secure your families’ bicycles at these racks. Please refrain from parking the bicycles along the corridors to residential units as they may be a safety hazard apart from being unsightly.
(c) Utility Consumption
(i) Electricity
The following is the electricity consumption for common areas for the year to date.

Energy consumption is trending towards a common amount for use. The initiatives now in place to control and reduce consumption will continue to be progressed.
(ii) Water
Below is the common area water consumption for s for the year to date.

(2) Finance & Accounts
Profit & Loss
Our P&L for the month of November 2008 is as follows :-

The Committee will continue to monitor the monthly expenses especially in the next coming months as it is expected that expenses will rise as the cost for maintenance of the condo equipment and machinery comes through following the end of the warranty period.
We would like to remind residents that car parks, locker rentals, hall and table and chair rentals and car wash operators are available. All of these would help in adding to the revenue of the condo.
Collection Rate
The collection rate for the past 3 months is as follows :-

The collection rate has reduced quite significantly. We seek residents’ cooperation to effect timely payment of dues in order that the monthly running of the condo do not face cashflow issues.
(3) Security and House Rules
(a) Security
There were no significant security breaches/issues in the past month.
(b) House Rules
(i) Car Park Exits
Following from the Safety Notification, the incidences of wrong exits used at LG1 and LG2 car parks have reduced. There however remains a few non-compliances. For the sake of continued safety, we urge residents to fully comply with the requirements. The guards would be instructed to keep a closer watch on this.
(ii) Ensuring Quietness
The month saw many complaints that the quiet of the condominium have been compromised due to the following incidences :-
(a) Drilling works at night;
(b) Contractors employed by residents working beyond hours;
(c) Excessive noises from units late at night.
We urge residents to exercise consideration to fellow neighbours and to eliminate or at least tone down noisiness, particularly as night comes about.
(4) Facilities
For the convenience of residents, the beauty salon is now in operation. A café will soon commence renovation followed by operations.
(5) Occupancy Rate & Renovation Work
There are 178 units in Sutramas. The current occupancy rate is as follows:-

(6) Residents’ Get Together
The residents’ get together was held on 29 November 2008. About 200 residents participated in the event which saw a lot of good food and drinks being enjoyed. Following a lucky draw, many lucky residents went home with hampers.
We hope to make this a recurring event if our finances allow for it.

(8) Next Meeting
The next Committee meeting is scheduled for Saturday, 17th January 2009 at 10.00 am at the Reading Committee. The meeting is open to all residents. Please join us if your schedule allows for it.

Speeches At Sutramas Residents' Gathering - 29 November 2008
Speech from Mr. Ronnie Tan, Chairman of the JMC.
Good evening neighbours and guests, my name is Ronnie Tan. I have been honoured with the chairmanship of the joint management committee of Sutramas for the past 7 months. In a small way I would like to return the honour by welcoming all of you to this evening's get together.
Sutramas' joint management committee was formed following a residents' general meeting. This was held in April of this year. At that meeting, it was very encouraging to note that many volunteers stepped forward to help in the running of the condo. Because of this, the committee is a strong composition of individual across many professional abilities. It also meets the maximum number of members which the law allows which is 12. I believe that if there was no limit imposed by law, we would see many more members.
The Committee has been very active. 9 meetings have been held over the past 7 months. The issues that arise have been communicated to residents through periodical letters. We hope that residents have been made aware of the actions that the Committee has taken to address that that has arisen.
As you may be aware, the financial state of Sutramas requires some attention It is not serious in any sense of the word as we have some reserves. However, we feel that a residence like Sutramas should have facilities and upkeep that is of a superior level. As such, we feel that a good level of reserves will give us this capability. We intend to table a plan for residents approval soon. This would likely take place in the annual meeting of residents. We plan to hold this meeting in April next year.
In the meantime, we have implemented some measures to increase revenue of the condo. For example, all of the retail lots have been leased out. We now have a laundrette, a music school and a child care centre. Soon, a beauty centre for the ladies, and men as well, and a cafe would open its doors. We have also made available surplus facilities of the condo for rent by residents. These are carparks at LG3 as well as lockers at the changing rooms in front of the pool. And as you know, the function rooms and tables and chairs are available for rent if you require them. We hope that you would give priority to using the condo facilities made available here as the revenue would go back to no one else except all of us.
At the same time, you would also have noticed that very detailed attention has been paid to watching running cost of the condo, for example utility charges.
We hope that all of these efforts would help us achieve the financial security that we seek. I would however like to highlight that we won't be able to do this without your support.
One of the things that has always been on the agenda is a gathering for residents. The condo's doors have been opened since April last year. Since then we have not had a chance to socialise with our Sutramas neighbours beyond the occasional chats in the lifts.
As such, we hope that this gathering would be the start of very strong communal links between neighbours here at Sutramas and more importantly to help place names to faces which for most of us have been just familiar up to now. Hopefully, our usual smiles can now be accompanied by a friendly call of name.
At this juncture, I would like to take this opportunity to welcome and thank the Developer, Dutamasa Sdn Bhd for generously sponsoring this event. It goes a long way towards helping us on to a strong financial footing. We thank and welcome representatives from the developer, Mr. Teo Chiang Khai and Mr. Joe and their families who have made time to join us this evening.
I would also like to welcome Ms Wong Wee Sin and Mr. Gavin Chong for joining us as well. They have definitely done a lot of work in managing the condo.
Thanks also to Mr. Tony Ng and the members of the Social and Recreational Sub-Committee for organising the evening's function. I am sure no effort has been spared in making this night a success.

A well maintained condominium development will not only provide a conducive environment for us to dwell in but will enjoy continuous capital appreciation. Therefore it is vital that all homeowners and residents of Sutramas continue to cooperate and work closely with the JMB and property maintenance team to further enhance the value of this exclusive development.
We, as the developer of this development, welcome your feedback on areas for improvement and are committed to continue our relationship with you.
I wish to congratulate the JMB for organising this get together party as it provides an opportunity for us to know each other better.
